My point was that a lot of people are reporting that the NPRM already defines  &quot;managed&quot; vs. &quot;unmanaged&quot; and exempts on that basis, when it does not.  The NPRM discusses &quot;managed&quot; vs. &quot;unmanaged&quot; etc. but not only doesn&#039;t it define what that means very clearly, in the current NPRM as written, the definition and whether a system or service is classified one way or the other doesn&#039;t really matter anyway because that system can still be included in CALEA requirements if it has &quot;enough&quot; users.&lt;br /&gt;
&lt;br /&gt;
My post is about how the NPRM is written today, and how it has been frequently mischaracterized, not about what it *should* say.  If something doesn&#039;t change about the effect of being &quot;unmanaged&quot; or not, then the definition of &quot;managed&quot; vs. &quot;unmanaged&quot; is moot.
